Driving through town, you see license plates punctuated with “END TAXATION WITHOUT REPRESENTATION.” Murals with “51ST” embossed across the diamond outline of the District loom large on brick buildings. T-shirts reading “DC STATEHOOD NOW” stand out in the crowd. But how would DC become a state, and what would statehood mean for District residents?
